DESCRIPTION OF THE TASKS
In addition to the tasks specified in the DIGIT-TM II Service Requirements document, the following main tasks will be performed by the external service provider:
• Development and maintenance of Information Systems
• Technical and business analysis.
LEVEL OF EDUCATION
As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor degree of 3 years.
KNOWLEDGE AND SKILLS
The skills defined in the service requirements of ESP-DIGIT-TM II for the above-mentioned profile are applicable. The following additional skills and knowledge are required for the
performance of the above-listed tasks:
• Very good knowledge and practice of application development in C# using modern versions of the .NET Framework (i.e. version 6.0 and above).
• Very good knowledge and practice of web application development using Blazor. Additional knowledge of web technologies (e.g. JavaScript, Angular, React) will be an asset, but in this case the candidate should be willing to learn Blazor.
• Very good knowledge and practice of service-oriented REST web services architecture.
• Good knowledge and practice of Oracle PL/SQL.
• Good knowledge of event-driven application principles (Apache Kafka, MassTransit).
• Good knowledge of integrating and consuming cloud services, especially from AWS.
• Experience with DevOps practices and development in a collaborative environment using GitLab.
• Good knowledge of SharePoint, JIRA, ServiceNow, Outlook.
• Very good analysis and problem-solving skills.
• Very good ability to cope with fast changing technologies used in application architecture, design, and development.
• Very good ability to solve problems efficiently and effectively.
• Very good ability to apply high quality standards.
• Very good team player, able to work as team member but with an adequate degree of autonomy.
• Good technical and business self-starting capability.
• Good knowledge of the standard technology stack and building blocks of the Commission.
• Good knowledge and practice in needs and requirements collection using user stories and use cases.
• Good knowledge of the Commission’s IT procedures, administrative procedures, financial procedures.
• Ability to give technical presentations.
• Ability to participate in business and technical meetings in both English and French.
• Capability to write clear and structured business and technical documents.
Due to the nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:
• Capability of integration in an international/multicultural environment.
• Ability to work in multi-cultural environment, on multiple projects with multiple stakeholders.
• Ability to understand, speak and write at level English C1 and French B2 or English B2 and French C1 is essential; additional EU languages will be considered important assets.
• High degree of discretion and integrity is required as the applications managed and maintained in DG SCIC contain personal and sensitive not classified information.
SPECIFIC EXPERTISE
Following specific expertise is mandatory1 for the performance of tasks:
• at least 2 years of specific expertise in C# development using modern .NET Framework
• at least 2 years of specific expertise in REST APIs development
• at least 2 years of experience in Blazor (or similar technologies) development
• at least 2 years of specific expertise in Oracle PL/SQL and SQL development Expertise in any Commission’s standard technology related to the DevSecOps of information system as well as in reporting tools such as Oracle report will be considered an asset.
