DUTIES and RULES

Under the direction of the NCI Agency Project Manager, the incumbent(s) will perform the duties and by suppling the key personnel for the following activities/functions/profiles:

1.Technical Governance

Support for the NATO Secure Common Multi Source Unified Intelligence Portal (Common Intelligence Picture) development with Technical Governance regarding

NATO current Intel production and Intel sharing systems / architecture.

the synchronising of diverse Intel and C2 data from complex and disparate pathways.

geospatial data for Defence and Intelligence.

running workshops in a Defence context

NATO and FMN compliant C4ISR system of system

maintaining a coherent development approach

REQUIREMENTS:

Education – MSc or equivalent PhD desirable

Experience in Defence – Over 5 Years

Clearance – NATO COSMIC TS

Knowledge and experience of technical governance roles. 5 years

Knowledge of data discovery and dissemination in deployed environments. 2 years

Knowledge and practical experience of geospatial data for Defence and Intelligence. 5 years

Knowledge of C4ISR systems delivery, including solution and enterprise architecture. 5 years

Knowledge and experience of conceptual modelling (UML, BPMN, Archimate). 5 years

Knowledge and practical experience of the Esri system both desktop and server-based components including design and deployment. 5 years

Support for the NATO Secure Common Multi Source Unified Intelligence Portal (Common Intelligence Picture) C4ISR (C2 dimension) Subject Matter expertise

with C4ISR (C2 dimension) landscape assessments.

with NATO C2 data/ systems / architecture / interoperability

with the synchronising of diverse C2 data from complex and disparate pathways.

with the registration of authoritative C2 data.

with running workshops in a defence context.

with the knowledge and practical experience to improve C2 data workflows.

With support to provide appropriate solution for C2 data access, registration, documentation and visualisation to be utilised by INTEL operators.

4.Esri platform - Subject Matter Expert(s)

Support for the NATO Secure Common Multi Source Unified Intelligence Portal (Common Intelligence Picture) by Esri platform SME (2 profiles)

with all aspects of the Esri platform including design, development and integration.

with the integration of diverse C4ISR data from complex and disparate pathways.

with the registration of authoritative data in an Esri based portal environment.

with data complex C4ISR data visualisation and analysis using the Esri platform in an enterprise environment.

creation of easy to use and adaptable user interfaces, including dashboards.

with practical experience of geospatial data selection and publication

with practical experience of python scripting in an Esri Defence context.

with experience of running workshops in a defence context.

with practical experience of the ISR/GEOINT tradecraft and related Esri products.

with supporting the end user in order to provide the appropriate Esri based solution and modify them as needed.

with supporting to define training scope, training frameworks (class room/video based, etc.) (

6.Project/Management/Support-Coordination

Support for the NATO Secure Common Multi Source Unified Intelligence Portal (Common Intelligence Picture) NCI Agency PM on Project /Management/Support-Coordination (3 profiles) such as:

preparing/attending NATO stakeholder meetings

support to documentation, incl. preparation of high quality presentations

act a main PoC of the support team for the NCI Agency PM

orchestrate the activities of the various contractors in relation to goals set by SPRINTS

support and document SPRINT events

support project reporting

support maintenance of risk and issue logs

support requirements management/periodisation

coordination/communication with NATO commands as requested by the NCI Agency PM

REQUIREMENTS:

Senior Manager

Military background – Technical or Staff Officer experience. 10 years + (desirable)

Knowledge and practical experience of Defence C2 and ISR capabilities, innovation, policy, capabilities, data, practice, challenges and management. + 10 years

Knowledge and practical experience of requirements elicitation, management and development in a Defence context. +10 years

Fully aware of / NATO policy on use of COTS.

Knowledge of secure Information Environments, including architectural design. + 10 years

Knowledge and experience of running workshops of different nature in a Defence context. + 10 years.

Deputy Manager

Experience in Defence – Over 10 Years

Military background – Technical or Staff Officer experience. + 10 years

Knowledge and practical experience of Defence CIS design, delivery and management. +10 years

Knowledge and practical experience of requirements elicitation, management and development in a Defence context. +10 years

Knowledge and practical experience of C2 process and procedure planning, and subsequent alignment with CIS systems development and strategies. + 10 years

Solid knowledge and practical experience of technical delivery within NATO.
