Scope of services
The Directorate-General for Digital Services (DIGIT) provides digital services supporting the European Commission and EU public administrations. Within Directorate C “Digital Workplace & Infrastructure”, unit DIGIT.C.3 “Data Centres & Private Cloud” (Luxembourg) delivers compute, virtualisation, operating systems (Linux, Windows, Kubernetes), storage, and backup services for IT professionals.
The unit’s mission is to design, operate, and continuously improve a reliable, cyber-resilient, and cost-effective private cloud, built on modern Tier IV-certified, secure, and scalable data centre infrastructure.
DIGIT.C.3 contributes to DIGIT’s objective of delivering resilient IT infrastructure services, both on-premises and in the cloud, supporting the Commission’s information systems and digital workplace. The unit provides hosting and infrastructure services, including:
Windows identity services
Hosting services for Windows, Linux, and Kubernetes systems
On-premises cloud services
Cross-cutting security services

Profile
A senior expert in data centre computer room services and related supporting tools is therefore required to join the existing C.3 unit. The selected individual will assist unit officials in planning, configuring, maintaining, and administering data centre computer room services and their evolution.
This data centre specialist supports the C.3 unit and the COSMOS managed service across the full lifecycle of data centre computer room services, including design, planning, implementation, and operations, while coordinating changes and governance with technical stakeholders.
He/she will bring strong expertise in data centre environments, ensuring that all components are designed, deployed, and maintained to meet high standards of security, reliability, and availability.
Responsibilities
The selected expert will support the Commission’s business service owner across planning, design, implementation, and oversight of projects within the Data Centres & Private Cloud unit.
He/She will proactively maintain and optimise existing systems, ensuring high performance, availability, and continuous improvement with a strong degree of autonomy.
Specific tasks to be performed:
· Provide expert technical assistance on data centre computer room service and related products or services as required: technical guidance, troubleshooting, performance optimization, governance, monitoring.
· Manage diverse projects related to the day-to-day operations of the unit.
· Participate in the formulation, planning and definition of project requirements, liaise with stakeholders and internal customers, participate in requirements gathering and communicate results.
· Develop a deep understanding of internal business processes, oversee their continuous improvement and manage service reliability.
· Ensure quality of COSMOS project documentation, meeting minutes and other relevant documents and deliverables.
· Participate in and coordinate project meetings and related activities.
· Supervise services delivered within the COSMOS managed services portfolio.
· Ensure that the services delivered by DIGIT contractors are compliant with DIGIT and third parties’ processes/guidelines. Evaluate and implement security standards.
· The consultant will also be responsible for defining the strategy and future direction of the data centre computer room services, including identifying opportunities for innovation and improvement, and developing business cases for new initiatives and investments.
Technical specific expertise required:
· The ideal candidate must have a university degree corresponding to Level 6 of the European Qualifications Framework (typically a bachelor’s degree or 3 years of higher education), complemented by 2 years of relevant professional experience per missing year of education, up to a maximum of 5 years.
The profile must be able to communicate fluently in both English and French (at least C1 level in each language).
Minimum of 20 years of experience in designing, configuring, and managing data centre computer room environments.
At least 6 years of experience in designing, configuring, and administering the Nlyte DCIM solution.
At least one project management certification, preferably PM² or equivalent.
ITIL service management certification is required.
Six Sigma Green Belt (Lean process improvement) certification is required.
Location: services must be provided on-site in Luxembourg.
