Project Manager – Brussels (Near Site) - European Commission
At The Whiteam, we are looking for a Project Manager to join our team in collaboration with European Public Agencies in Brussels.
Description of the Tasks
The following tasks will be carried out by the external service provider:
• Implementation Management: Oversee the implementation of information systems to
address identified business needs, ensuring the acquisition and use of necessary
resources and skills, while adhering to agreed parameters of cost, timelines, and
quality.
• Project Planning and Proposals: Provide proposals for project strategies, task planning,
deliverable definitions, quality control, risk analysis and management, status reporting,
issue management systems, and follow-up.
• Team Guidance: Lead the project team in their activities and review their deliverables.
• Collaboration and Participation: Actively participate in functional working groups and
progress meetings.
• Cost and Resource Estimation: Estimate costs, timelines, and resource needs for
successful project completion in line with agreed terms of reference.
• Project and Quality Plans: Develop and maintain project and quality plans, monitor
activities against these plans, and provide regular, accurate progress reports.
• Monitoring and Adjustments: Track costs, timelines, and resources, taking corrective
action when deviations occur.
• System Delivery: Ensure that delivered systems are implemented in line with agreed
criteria.
• Change Control and Leadership: Manage change control procedures, secure approval
for project revisions, and provide effective leadership to ensure team motivation and
skill development.
Level of Education
In accordance with Article 2.6.3.1 of DIGIT-TM II Service Requirements, the minimum
educational qualification for Lot 2 is:
Level 6 of the European Qualification Framework, which typically corresponds to a bachelor’s
degree or three years of higher education.
Knowledge and Skills
The following skills and knowledge are essential for performing the tasks listed above:
• Expertise in project management.
• Ability to deliver engaging and effective presentations.
• Commitment to applying high-quality standards to all tasks.
• Strong communication skills and the ability to participate in multi-lingual meetings.
• Adaptability to working in international/multicultural environments, with a rapid selfstarting capability and a collaborative team-oriented mindset.
• Understanding the objectives, needs, and constraints of professionals in other
disciplines and functions.
• Leadership and negotiation capabilities.
• Flexibility to adapt to unplanned changes or decisions.
• Proficiency in risk assessment.
Specific Expertise
The following specific expertise is mandatory for task performance:
• Expertise in financial programming, planning, or implementation solutions.
Certifications and Standards
The following certifications and standards are optional but advantageous for task performance:
• Project Management Professional (PMP).
• PRINCE2 Foundation.
• Certified in PM².
