Location: Near-site. Telework by default. (must be based within 200 km distance from Luxembourg).

Overview
DIGIT C.3 provides resilient IT infrastructure services for the European Commission. We are seeking a Senior Expert in Software-Defined Networking (SDN) and micro-segmentation (firewalling) based on Broadcom VMware NSX to support the evolution and governance of SDN services within the COSMOS managed service.
Role
You will guide and support the Commission in the full lifecycle of SDN services—design, implementation, operation, and continuous improvement. The role involves defining strategies, coordinating with stakeholders, ensuring compliance with security and availability standards, and maintaining service quality and documentation.
Technical scope
The methodology for managing the service will be based on a collaborative approach between officials in charge of the unit, the service provider and the COSMOS managed service team. The service provider will support the Commission business service owner in the area of software-defined networking and firewalling services, responsible for defining the overall strategy and future direction of the service.
This will involve working closely with the COSMOS managed service team to ensure that the service is designed and implemented in accordance with the Commission's business needs and IT standards.
Key responsabilities
Specific tasks that will be expected to be performed include any or all of the following:
- Provide expert technical assistance on software-defined networking, micro-segmentation (firewalling) and related products or services as required: technical guidance, troubleshooting, performance optimisation, governance, monitoring.
- Manage diverse projects related to the day-to-day operations of the Unit.
- Participate in the formulation, planning and definition of project requirements, liaise with stakeholders and internal customers, participate in requirements gathering and communicate results.
- Develop a deep understanding of internal business processes, oversee their continuous improvement and manage service reliability.
- Ensure quality of COSMOS project documentation, meeting minutes and other relevant documents and deliverables.
- Participate in and coordinate project meetings and related activities.
- Supervise services delivered within the COSMOS managed services portfolio.
- Ensure that the services delivered by DIGIT contractors are compliant with DIGIT and third-parties processes/guidelines. Evaluate and implement security standards.
- The service provider will also be responsible for defining the strategy and future direction of the software-defined networking and firewalling service, including Appendix 2 – Service Requirements and SLA v. TM-20250513 8 identifying opportunities for innovation and improvement, and developing business cases for new initiatives and investments.
Requirements
- Master’s degree (or equivalent experience). Alternatively, a consultant must have a degree corresponding to at least 3 years after completion of secondary school (Level 6 of the European Qualifications Framework, which typically corresponds to a bachelor’s level or 3 years of higher education) complemented by 2 years of relevant professional experience for each missing year of education, up to 5 years.
- The consultant must have at least 5 years of experience in designing, configuring and leading the administration of large software-defined networking and micro-segmentation (firewalling) environments.
- The consultant must have at least 3 years of experience in AWS, Azure or GCP networking, having AWS Certified Advanced Networking
- Specialty certification or equivalent Azure or GCP certification is a plus.
- The successful individual must be VMware Certified Professional - Network Virtualization (VCP-NV) certification or equivalent next generation firewalling certification.
- The specialist must have at least one project management certification, preferably PM2 Agile or equivalent.
- Excellent communication in English and French. Both B2/C1 level, written and spoken.
Rate: 480€-500€ per day, flexible.
