DESCRIPTION:
The Senior ICT Project Manager is accountable for the end-to-end delivery of complex ICT projects aligned with Europol’s project management standards. The role focuses on integrating internally developed components and services with external services, ensuring robust governance, proactive risk and issue management, and high-quality deliverables within agreed scope, time, cost, and quality parameters. The role closely collaborates with Business and ICT stakeholders, PMO, Stream Leader, and external suppliers to maintain accurate reporting, updated plans (including Gantt), and effective decision-making through established governance.
Tasks:
Project Delivery & Integration:
· Manage multiple projects to Europol’s PM standards, focused on integration of internal components/services with external services.
· Ensure project documentation (incl. realistic plans and Gantt charts agreed with stakeholders) is always up to date in the project management system.
· Manage delivery of information systems to meet identified business needs, within agreed cost, timeline, and quality.
· Facilitate production and approval of project deliverables at the specified quality level and per the implementation plan.
· Track implementation against scope, budget, and person-days; identify and manage dependencies.
Governance, Reporting & Control:
· Provide regular status updates to ICT management per reporting standards and deadlines.
· Strengthen project governance: chair meetings when needed, run checkpoints/boards, keep stakeholders informed, and enable appropriate decision-making.
· Maintain Gantt charts reflecting delivery reality at all times.
· Proactively own risks and issues; define mitigation strategies and implement or escalate via established governance (Stream Leader, ICT Management, Steering Committees, Portfolio Boards).
· Monitor budget and resources; report to Stream Lead (budget holder) and support PMO to correct deviations (financial procedures and resource management).
Stakeholder & Vendor Management:
· Maintain strong working relationships with Business, ICT colleagues, and external parties.
· Interact with internal stakeholders for implementation and monitoring, including regular progress reporting.
· Supervise external suppliers’ delivery in line with contracts; address and resolve supplier-related issues and risks.
PMO Support & Administration:
· Facilitate meetings, prepare/distribute minutes and action trackers.
· Support the Programme Manager (Stream Leader) across project dimensions as required.
· Follow guidance from PMO, Head of Team, and Stream Leader.
· Facilitate PMO initiatives for annual demand: estimating costs, timelines, and resource requirements.
Specific Expertise:
· 9+ years of Project Management experience in ICT projects.
· 9+ years leading cross-functional, multicultural teams in international ICT environments, aligning diverse teams to deliver complex projects.
· 9+ years presenting complex ICT plans, progress, and outcomes in English to clients, executives, and cross-functional teams.
· Proven end-to-end delivery of at least 5 projects involving: COTS deployments, Cloud deployment, incremental software delivery, ICT infrastructure deployment, and/or integration with external parties.
· 5+ years working in an international environment and/or 2+ years in EU institutions or bodies.
· 5+ years working in highly regulated environments, preferably public/government.
· 5+ years using standard PM tools (e.g., MS Project) including building and maintaining Gantt charts.
· Strong knowledge of planning and estimation techniques.
· Strong proficiency with MS Office, including PowerPoint timelines and schedule visuals.
· Certification: PRINCE2 Practitioner, PMI PMP, PM² Certified, or similar.
· Knowledge of structured approaches to incremental software integration, working with system integrators; experience integrating with 3rd-party service providers.
· Experience with Enterprise Service Bus (ESB) integrations (internal and external services).
· Experience delivering infrastructure projects (virtual infrastructure, connectivity, and environments).
· Knowledge of Public IT procurement, EU tendering processes, and contract management throughout project lifecycles.
